Industrial Development
A 52-acre riverfront industrial site, five miles from downtown Pittsburgh, with rail, road, and river access — and the incentives to match.
Rocks Industrial Park
After a decade of effort led by the McKees Rocks CDC, the U.S. EPA announced the redevelopment of the former P&LE Railroad brownfield site in 2011, funding the environmental assessment that was the first step toward returning it to productive use. Trinity Commercial Development, LLC acquired the parcels and led the redevelopment.
The site is a flat, 52-acre property located five miles west of downtown Pittsburgh, within the state-designated Ohio River Towns Enterprise Zone and a U.S. EPA environmental-justice community. The proposed development totals 461,370 SF — rehabilitating 75,896 SF of existing heavy-industrial building space and adding 385,474 SF of new construction. Potential uses include heavy industry, wholesale, office, warehouse, and manufacturing.

Anchored by CSX intermodal
In 2013, CSX — a national leader in shipping — selected the former P&LE site as its Pittsburgh-area intermodal facility, giving Western Pennsylvania shippers direct rail access at a freight-transfer site and part of a national effort to clear double-stack train passage. The Allegheny Conference on Community Development
named it one of the region’s big wins for that year.
The intermodal facility is operational. Confirm current job counts and throughput figures before publishing; historical projections cited 360 construction jobs and roughly 40 on-site, 40 drayage, and 100 indirect jobs.
The facility’s catalytic impact reaches beyond the site itself — accelerating investment in the adjacent Rocks Industrial Park and the Lower Chartiers Avenue
business district.
